According to the General Audit of the City of Buenos Aires (AGCBA, for its acronym in Spanish), it is not possible to determine exactly how many ratings approved by the General Directorate of Qualifications and Permits (DGHyP). In fact, the audited entity admitted that it does not have a "reliable" registration system that allows it to know the amount of paperwork made.

The report of the control body was approved this year, based on data from 2008, and explains that the DGHyP reported that its emulator system was not reliable, after sending to the Audit on two occasions figures that did not match the details of the ratings that the same entity had elaborated.

In the first instance, the Directorate stated that the total number of requests for authorization processed during the audited period was 13,709 and that it approved a total of 8,225, in addition, it sent a CD containing the details of the ratings. The AGCBA reiterated its request, claiming that it had not received all the required information and the DGHyP sent it back and the CD, but clarified that "the correct amount was 14,283" clearance procedures.

Finally, the DGHyP warned that it had reached the conclusion that its system was not efficient and the AGCBA took as valid data those thrown by the system of the College of Notaries. It should be noted that this registry "was denounced in 2006" and, nevertheless "never stopped being used."

On the other hand, the audit found that there was an "insufficient degree of compliance with the Annual Operational Plan (POA)", since, according to the POA, during 2008, the "goal" was to achieve the "22,671 ratings granted" and yet, according to the College of Notaries, only 38% of that total was approved.
 
It is not known how many professionals there are, what they did or how much they were paid

In addition to the public inspectors, there are the Qualification Verification Professionals (HPV, for its acronym in Spanish) who carries out verification tasks of establishments and their respective documentation. They are not employees of the City Government, but they work within the orbit of the Direction and charge according to the square meters enabled. With respect to the number of professional inspectors of works, the AGCBA assured that "the total of the interventions that realized" cannot be determined nor how much they were paid to them.

According to the control body, it is because there were three different versions. For the DGHyP, the number of HPV workers was 605, which made 5,857 interventions for a total of $ 988,193; The Office of Public Management indicated that there were 562 professionals, who collected a total of $ 533,867 and the Financial Administration of the Government Control Agency gave another figure, the highest, said they were paid $ 1,036,285.

Enabling Certificates

Once an authorization is approved, inspection wafers or planchets are issued, one must be placed in a visible place of the establishment and another in the local inspection book. The Buenos Aires Audit Office indicated that the Permit Office "does not have a copy" in its files and that, moreover, "the provision establishing the authorization does not identify the number of plancheta".

Therefore, the agency added, that "the wafers used are recorded and linked to the file - when it is - in process, but not with the provision" that finally decrees the authorization. In turn, the AGCBA noted that it is "difficult to monitor the ratings enabled" because the number of tables used does not coincide with those set out in the book of the Internal Audit of the DGHyP.
 
With regard to the time taken by the Directorate from the time the request to enable an establishment to be presented until the wafer is delivered, the report states that, in automatic authorizations (those that by the mere presentation of the documentation allow the beginning of the Activity), out of a total of 7,925, in 331 cases it took from one to two years and it was not possible to verify the date of 458. As for the previous qualifications (those made with previous verification of the place, in dancing places, schools , Funeral homes, geriatrics and supermarkets, among others), the delay of 20.7% of the procedures could not be verified.
