Who Is Responsible For Supervising The Construction In The City?

They are the "professional verifiers" of the Directorate of Supervision and Control of Construction Works. The AGCBA detected files of inspectors without criminal record certificate, no record of sanctions or affidavits that account for incompatibilities for the position. The area controlled does not know which inspector is in charge of which work.

The "Professional verifiers’ of works" are responsible for checking whether the private work that is being built coincides with the registered with the Directorate General of Works and Land levels. According to the Auditor General of the City of Buenos Aires (AGCBA, for its acronym in Spanish) in the files of the agents the documentation that must support the requirements to operate is not complete.
To do their work, professionals must be enrolled, more than three years of seniority and not be penalized or have been exonerated, disabled or declared redundant by the Buenos Aires Government. The sample conducted by the audit, which comprised 57 agents out of a total of an "active" 676, ensures that no inspector had the affidavit that could prove such data.
According to the report adopted last year on data from the period 2009 in "100% of the cases analyzed, there is a missing certificate of recidivism" and could not verify the File which must be exposed if the person had or not any sanctions.
Verifiers, depend on the "Register of Public and Private Works," which despite its name- covers exclusive control of private works and is administered by the Department of Supervision and Control of Works (DGFyCO), which exercises police power on controls of the City of Buenos Aires’ private works.
Registry of No Police Record
The audit indicated that the system registry information, "eliminates inspection data" as to be provided there is a new step in the process control. It should be noted that there are four inspection steps that must be requested by the directors of each work and performed as the various stages of construction are completed, for example, to finish the structure of columns and walls. What the AGCBA detected, in other words, it is that "deleted records necessary as the date or agent who performed the verification of the previous state." That is, it is impossible to know who controlled every work.
It is important to note that the registration allows the choice of professionals and allocation of works randomly by a fully automatic draws and that does not support the intervention of any agent in the selection.
