A report of the City Watchdog (AGCBA, for its acronym in Spanish) showed that there is an "insufficient number of lawyers" to treat the 1400 trials of Cromañón: only eight lawyers carry on almost all causes. However, the watchdog noted the good performance of the professionals.

This information was obtained by the evaluation carried out by the watchdog about the Aquilian Responsibility Department of the Attorney General of the City that handles all cases regarding Cromañón.  Field work was undertaken from August to June 2011 and the report was approved unanimously in November. The Department in question is the one that "takes care of legal process involved in claiming damages from the City Government, except for those with contractual origins" where the link with the state has its origin in a contract.

Their eight lawyers "have between 154 and 180 cases each". Therefore, the sector being audited "requested that more professionals from other areas of the Attorney General were assigned to these cases". The claim became effective and "they sent 22 lawyers, but only take on average six cases each".

However, despite the clear "lack of human resources", indicated by the City watchdog, the report emphasizes on "the good management tasks which arises from the spirit of cooperation, collaboration and organization of lawyers". This point was marked by the AGCBA as the "main strength of the audited area".

Among other issues, the lack of staff results in "a weakness of internal control", for example, “there are 105 trials that have not uploaded into the database of the Tracking System Trials, the amounts that are claimed from the City Government” (it is estimated that claims for the Cromañón cause "are more than $800 million”), there are another 31 cases that do not even have the number of internal folder trial. In addition, the auditors identified "lack of computer resources (printers left in proportion to the number of working professionals) and furnishings for physical, insurance and full backup of the files".

The City watchdog gave a brief overview of Cromañón in these terms: "on December 30th, 2004 a concert was due to take place of the band ‘Callejeros’ in a club called ‘República de Cromañón’, 'whose commercial exploitation was in charge of Omar Chaban "and that although the number of people who entered the club could not to be determined exactly, it is estimated that it exceeded the 3000", three times more than the allowed.

Among the "determining factors" that led to the tragedy, the City Audit in its report highlighted the following:

- Fire extinguishers were not able to be used and lacked the municipal authorization card: from the 15 fire extinguishers, ten were without pressure and only five were loaded; of these only three had the required sealed plastic and two had expired on October of that year.

- Only one of the three air extractors installed worked 

- The fire prevention certificate had expired two months ago

- The club was not prepared nor authorized to perform concerts

-The establishment had no emergency exits in line with regulatory requirements

República de Cromañón left 193 dead and 1524 injured, as exposed by the National Judicial Power in the sentence of the trial contained in the web site.
