A report from the General Audit Office of the City of Buenos Aires (AGCBA, for its acronym in Spanish) that evaluated the work of the Directorate of Media Education indicated that "the actions taken by both the implementation of the designed educational policies and the varieties of the contents are insufficient."

It is that "there was a lack of planning and development of diagnostic, monitoring and evaluation tools that allow the High School Education Directorate to guarantee a good educational service, determine needs and define priorities."

In fact, the AGCBA report states that "since 2009 the Operational Management of Research and Statistics discontinued the survey of the Initial and Final Enrollment as well as repetition indicators; such as age, students who pass grades, those promoted and those that did not," just to name a few.

These discontinued measures were replaced by other annual surveys conducted by the Ministry of Education of the Federal Government with each of the provincial jurisdictions and the City of Buenos Aires. This situation, the auditors affirm, prevents the Directorate "from obtaining timely information that allows supervising the pedagogical actions implemented in the establishments that are under its orbit."

This situation appears in a report of the General Audit of the City of Buenos Aires, approved in December 2013, for which it visited 23 of the 89 public high schools "of Federal management."

The work carried out by the Watchdog also highlights that "47.83% of high schools in the sample failed to meet the demand for enrollment during 2012."

What to study?

Today, there are 24 programs. Of the schools audited, "21% is governed by the one that originated in 1990 while 46% teach the content of the program approved after 2001."

Resolution 6942 / MEGCBA / 09 establishes the updating of contents at the institutional level to improve the quality of education. However, the AGCBA found that "the Directorate of Media Education did not develop instances of monitoring, training, and evaluation of the effective application of the contents approved in the said norm." With this attitude "it is reflected in the objective of improving the quality of teaching and also fails to fulfill the responsibility of supervising and implementing educational policies."

The Cooperators

The Directorate informed that in the concept of the Single Decentralized Fund for Education (FUDE, for its acronym in Spanish), the amount of $ 528 thousand was transferred during 2012 to the cooperators of the various audited institutions. The AGCBA detected that "12% of that amount was sent in 2013", so it is evident that it registered a setback. On the other hand, "it did not obtain information about the subsidies received by four of the establishments, so it was limited to verification of the transfers."

Of all the cases, "four received the two suitable quotas for that period while ten only received the first quota and five schools received none." Among the reasons that caused that some institutions do not receive any payment was "not having adequate deliveries" or "not having their cooperator constituted."

However, on this last point, there are cases that attract attention such as the one from Middle School School No. 2 of School District 20. They did not receive funds "despite the fact that the request for the constitution of a cooperative was made in 2009 and at the closing of the audit it was still in process." It was only in 2011 when they received the first installment of the benefit, but, of course, without the confirmation of the civil organization.

In response to this question, Law 3371/09 establishes that when there is no cooperative formed collaborating with the establishment, the funds must be transferred to a savings account for which the director of the institution and a representative of the District Team are responsible."

Another similar case occurred in the School of Middle Education N ° 3 of the School District 4 that "for having formed a pro-cooperative received as a loan the payments." But in July 2012 the account that the institution owned "was closed for not registering transactions." The report states that "the Director did not have the assistance of the other account holder of the Ministry of Education" who could have warned the situation in time.

Concerning this particular case, it is essential to clarify that the school "is located between Barrio Piedrabuena and Villa 15, an area that is considered Priority Action", so it is more worrying that it has not received the appropriate subsidies to acquire the necessary supplies to carry out different actions.
