The children's cardiovascular surgery services provided by the Hospitales poroses Ricardo Gutiérrez and Pedro de Elizalde present "weaknesses" such as "poor availability of beds, lack of appointments of staff, both doctors and nurses, and an unsatisfied demand that manifests itself in the list Of waiting, "concludes a report from the General Audit of the City of Buenos Aires (AGCBA, for its acronym in Spanish).

Of the 21 beds that Gutiérrez Hospital has for this service, only ten beds work. The area has a nine-bed recovery room, but six are used for lack of nurses. The lack of staff also affects the intermediate room, with five beds, which is not enabled. In the surgical center of the health center, the control body detected "sewer drainage pipes, broken glass, leaks in the ceilings, lack of paint, air conditioning and a waiting room for parents" of patients. Likewise, there are "administrative irregularities," such as the presence of "employees who perform services without municipal appointment."

On the other hand, the Hospital Elizalde operates only one of the two operating rooms dedicated to treating children with congenital heart disease. In the health center of Constitucion also lack personnel: at the time of the work of the Audit, 2007, there were no named percussionists. These professionals are in charge of assisting surgeons before, during and after the operation, and since 2006, there are three appointments in process. In addition, there is also no box with surgical instruments and it is the doctors of the unit who must carry their own materials.

Between the two hospitals there are 408 patients on the waiting list. According to the AGCBA, in the Gutierrez there are 180 boys waiting to be operated, the last registered has a turn for a year. There are also 58 annotated in a "flyer list" that understands the clinical situations of those that must be intervened immediately. In Elizalde, meanwhile, the list amounts to 170 and the last boy must wait eight months to be attended.
