Decontamination program, Compaction and Final Disposal of Vehicles (PRO COM) is aimed to remove from public streets abandoned vehicles to clean and turn them into scrap. According to the Auditor General of the City of Buenos Aires (AGCBA, for its acronym in Spanish), to monitor and control these tasks, the Directorate General of Custody and Security Real "had only three agents during 2013, the year in which 1,559 pieces were packed".

As specified by the report, adopted in 2015, "one of the employees is responsible for receiving and witnessing the compaction on the campus of street Herrera, another is responsible for updating databases and the third elaborates the various provisions and files.”

The process consists of several steps and starts with the complaint of an abandoned vehicle through a call to line 147 or through the website of the City. Once the Directorate General of Traffic Safety "enters it in the system they send an inspection technician and he sticks a sticker with the removal notice." Then the holder is notified.

Within the ten working days after the inspection and 15 after notification "the vehicle is removed from the street and taken to the premises of the Buenos Aires government in Herrera 2116". There's a book "in which the staff of the Directorate records daily the number of vehicles entering".

However, the audit team stated that, on the one hand "the signatures on the receipt of inventory vehicles are without proper clarification". Furthermore, "the lack of processes in the circuit compaction in administrative matters and records and forms" was verified.

On the other, the grounds of the Herrera Street "fail to meet current legislation because it does not possess the certificate of environmental suitability".

During the year 2013 were noted for the compaction process 1559, of which 1498 were effectively scrapped, while 47 were handed over to their owners, five were pending compaction and eight were unidentified.

In this regard, the AGCBA found that for the June 4th 2013 "111 cars and 100 motorcycles were compacted, which is physically impossible."

Once the cars are delivered, it is the staff of the Foundation Garrahan Pediatric Hospital which "produces an inventory of the vehicle, both its internal and external situation." model, color, brand direction in which it was located, among other data included in the description.

Why is the Garrahan involved in the circuit of abandoned cars? Because from the signing of an agreement the foundation of the health center, the hospital "stays with that resulting from the sale of scrap, must set aside 10% for the Buenos Aires Ministry of Justice, through the Directorate audited ".

This fund, created to cover potential litigation expenses incurred in relation to the collection of vehicles, "is held by the Foundation."

After registration of the characteristics of the car it proceeds to assign a unique number corresponding Compaction Program. On this point the AGCBA detected "using duplicates numbers" and “the lack of integrity of information", given that there is no continuity in the assigned numbers. In fact, the control database COM arises PRO- "there are 830 missing numbers."

Under current legislation, "vehicles before being compacted are subjected to a decontamination process." In it, he removed the battery and gas pipes, among other things, "to provide special treatment".

Scrap Company S.A. is acquiring scrap, compact and emits refer to the details of the compacted kilos. Plates that emerge from this process are carried to a mill located in Campana where the separation of the different plastic and metal elements is performed. Depending on the product, the company pays the Foundation.
