A ruling of the Court of Accounts of Mendoza reveals the lack of implementation of the Network of Natural Gas Work for Mirador in the department of Santa Rosa. The main reason for the delay was "lack of authorization by the National Gas Regulatory Body (ENARGAS) to carry out the task".

While the watchdog decided not to impose fines on the contractor, since it was not its fault that real progress is not recorded, it drew attention to the risk that ran the Administration for "advancing funds for the completion of the works without any guarantee of the lending company."

However, for the TC "it is little the rationale provided by those responsible" in relation to the lack of support of ENERGAS.

FOR "issuing certificates of work when in fact they had not begun work" (accumulated only material) decided to "punish with a fine on those who have committed irregularities in their actions."

For the Watchdog, both the Coordinator of Basic Infrastructure and the Technical Director were responsible for the irregularities. Each were applied a fine of $ 10 thousand pesos each. The payment period is established by the Court "30 days from the date of notification."

But to this great irregularity others are added, such that while they had to acquire a new car for inspections and several computers "the later was not found.”

They also "had not implemented the amenities for inspection, as boxes, bathrooms and furniture, the work sign had not even been placed."

To this it is added that "there is a certificate and the amount paid for $ 1,335,602 and redetermination by works not executed $ 321,852."
