The Secretariat for Citizen Action is responsible for the Strengthening Decentralization Program that aims to "adapt and remodel the headquarters of the Management and Community Participation Centers (CGPC, for its acronym in Spanish)." However, a report conducted by the Auditor General of the City of Buenos Aires (AGBCA) revealed no studies "that support the selection of priorities" and "a definition of physical goals."

The main objective of the strengthen decentralization program 17 is to is decentralize services related to the responsibilities set out in the Law of municipalities in order to bring government closer to the community. To achieve this, it was proposed "to build and operate the new headquarters of the CGPC to increase the quality and efficiency of services provided to citizens" and also "to adapt and remodel through a functional distribution of spaces". In fact, construction and renovation of the headquarters of the Center for Municipality Management were undertaken in communes 2, 8, 9, 10, 13, and 15. 

But, as was exposed by the AGCBA in its work, approved this year on 2009 data, "although it has produced a report that includes diagnosis, needs, and proposal regarding the physical condition and functionality of each CGPC, they have not yet carried out a study of the criticality of this information to show that there was a selection of priorities and that the construction was done according to this list.

The Audit of the City of Buenos Aires said that although "there have been major works that help with the presence and approach of the Federal Government to the communities, however, it is not possible that the audit team did not have information regarding economy, efficiency, and effectiveness, given the absence of elements determinants for it." In this regard, the watchdog said that" the absence of a critical analysis of the physical state of the CGPCs and the definition of the physical targets of audited financial program are key variables when evaluating audited management" and that the lack of both "prevents the issuance of an opinion of this" program.
 
Budget

Although one of the objectives of Program 17 was to build and renovate CGPCS headquarters, the auditors noted that in 2009 the budget for the program was decreased by 44.84%, from the original $ 32,777,380 to the final $ 18,013,137. Also, the "accrual" of the budget for construction was only 51%.
