Of a sample made by the Audit in its report published this year on data from July to December 2010, indicates that "it transferred 80% of funds" that correspond to the municipalities involved in the path of the stream, and that of this number only "35% was rendered." It should be noted that the total amount (independent sample) perceived by the courts was $ 29,724,781. As for the $80 million that will be transferred to AySA, AGN said that only 56% were used.

The watchdog recognizes in this 2011 audit that "progress was made in compliance with the formal aspects of files that support transfers to municipalities." However, as in previous work, the auditors state that "there remains a high percentage of rendering that is done past the due date." In fact, in this new report they state that the conditions for accountability are "flexible and confusing," making it "difficult to determine the maturity" of the use of funds.

Against the observations made by the AGN, in its defense ACUMAR said of the transfers made to AySA and the municipalities they rendered "42.8% of the funds." Beyond the fact that this data comes from the total transactions, while the control body worked on a sample of them it still remains a very low percentage of the total.

An Agreement with AySA

In December 2009 ACUMAR signed a Framework Agreement with AySA for the "Project Clean Margins" when the audit analyzed the rendering of funds transferred under this agreement they found that "there is no documentation to support the amount of $ 13,706,120 ". However, the Cabinet of Ministers approved the render which was included in that amount, so it can be concluded that this amount "was approved" without supporting documentation.

Progress

From the information provided by ACUMAR, the watchdog said there were delays in the completion of works affecting Riachuelo. More significantly, a case with a delay of 709 days as of December 31st, 2010 - refers to supplementary system construction and sewage networks in La Matanza, awarded to the company Supercemento SA for a total value of $ 61.2 million. At the time of the audit, the level of execution of the work was 69%.
 
Repeated Observation

The auditors' hold their observations "on payments that are made at Aguas Danone Argentina SA, for the provision of water for the Villa Inflamable; according to the watchdog "payments are made in an unauthorized manner" which in a previous report found that, in a legitimate manner the company was paid $684,000 in 2007 and $463,000 in 2008.
