Less Than Half an Hour to Control the Safety of the City’s Agencies

During 2013 "between 20 and 30 minutes were enough to control 70% of monitoring services of the City’s dependencies," according to a report of the Auditor General of the City of Buenos Aires (AGCBA, for its acronym in Spanish). To evaluate the four external companies working with security this eventually reduced to “between 10 and 20 minutes."
The Directorate General of custody and security of Goods, under the Ministry of Justice and Security of the City, is responsible for providing services surveillance and safeguard the assets of the various branches of the Buenos Aires government, either with their own agents or through private companies that must monitor. In addition, it is responsible for "establishing the technical parameters to be adjusted to the procurement of monitoring services and safekeeping".

This situation reflects "the lack of a uniform approach to establish a frequency of inspections to avoid incurring omissions or repetitions to achieve all objectives is properly relieved.”
From the analysis of control forms, which are documents where the visits to monitor security services are based, show that "between 20 and 30 minutes were enough to assess 70% of 655 control operations."
These documents, the audit team found, "are not operated by any higher authority agent that makes registrations, so the possibility that they can be remade is not ruled out." In addition, "they are not uploaded to any computerized system nor are they archived in binders."
On the other hand, in 156 control operations "the weapons inventory assessed represented almost 24% of the total.”
Private Security
At the closing of the audit, which was approved in 2015, "there were 465 objectives served by four private companies." In 348 cases "it detected that agents had no ID credential" although "by law the security personnel must carry with them the accreditation of its Registration in the Register for the activity and should always show that it is required by a competent authority ". Moreover, when in places of public access, says the rules, "it must be visible.”
Unlicensed agents found for the audited year totaled 370. Of these, 63 belonged to the company Briefing Security SA Private Security Comahue 45 to 149 leaders and 113 Security Consultants Murata, Yusion and Verini Security.
Moreover, "in 106 cases security guards had no communications equipment" and in "129 controls it was observed that the panic buttons were not working.”
On service orders, they organized surveillance tasks, sets the amount of people and assigned shift; the AGCBA detected 452 cases of 1295 analyzed without order and 150 with an outdated plan.
