UBA: The Dean of Economics Gave University Spaces without Authorization

Among the beneficiaries are the guild APUBA and Franja Morada. The student center facilities used to outsource copier and buffet. There are weaknesses in the parking lots.</span></p>
According to a report from the General Audit Office (AGN, for its acronym in Spanish), in 2005 the Faculty of Economics of the University of Buenos Aires held "numerous" transfers of installations from the Dean, resolutions that were "established without competition." The report adds that it could not know if the responsible of the house of higher learning had delegated this authority and also the decisions did not receive a confirmation of the Superior Council of the UBA.
The Watchdog indicates that these assignments, Economics did not receive any fee, and that among the beneficiaries include the guild APUBA, TNT, Manuel Belgrano, Franja Morada and Publishing Law groups.
But there was a group of the University who, despite receiving spaces in the headquarters free of charge, gave the space to someone else", says the report. It is the center of Economics students, which by decision of the dean -this time authorized by the dean of the UBA, won in 1998 four sectors: the playground roundabout, next to the classroom 14; in front of the classroom 12 on Junin Street; next to the living teaching assistants overlooking Cordoba Avenue; and beside the local APUBA on Uriburu Street.
Both the car pool downstairs, and which is next to the office of teaching assistants, the Student Center gave the exclusive use of photocopying to a third party.
In 2001, the Dean of Economics and the student union granted the permission to use precarious physical space for the installation of vending. In that authorization to install a dining bar on the premises it is not contemplated. However, from a 2003 resolution of the dean, the watchdog found that the center was transferred to a third party the exploitation of the student cafeteria and vending machines.
Furthermore, that decision provided "expiration precarious permits and use the student center to return the physical spaces, under penalty of administrative occupation and legal actions." However, the closing date of the field work of the AGN, in 2005 -the report was approved last year-, "both the bar and the vending and food items were operating normally with the same dealer."
The audit states that when the student center gave space to third parties for pecuniary interest, "it distorted the motivation of a grant University, and failed to comply with the purposes for the benefit of the student community", set in its own statute.
Parking Lots
At the closing of the report of the AGN, the Faculty of Economics had three parking lots: one in Córdoba 2178, which did not have municipal authorization to operate, and the other two, in 2189 and Uriburu Viamonte 711, which had the authorization in process.
On the collection, the report said that "there are no formal procedures approved (on) perception and reporting income from the beaches; there are delays in the accounting records; no evidence that tonnages are made periodically; the surrender is based on a system that does not perform tickets and the database is erased once a month."
The Watchdog also could not determine whether the vouchers are checked, "in order to ensure that all resources received surrender, (one) circumstances affecting the integrity of perception, storage and presentation of the collection". Furthermore, according to AGN, "the Faculty did not establish insurance coverage for liability," and did not say why there was income from the beaches that were recorded "several months after the actual collection" as part arises from the daily money.
