Almost ten years Odesur Sports Games that were held in Argentina in 2006, the General Audit Office (AGN, for its acronym in Spanish) found that a Venezuelan channel still owes more than $ 80,000 for having broadcasted coverage of the competition, which was run by the Public TV.

The data contained in a report of the inspection body approved this year, in which the financial statements of 2013 on Radio and Television Argentina Sociedad del Estado were analyzed.

In research, the public media entity itself assumed that channel, Venezolana de Television station's state bolivariana- is considered delinquent "bad" and that "the negotiations for collection (of money) have been unsuccessful."

The AGN specifies that the total amount owed totaled $ 81,135, as part of the "balance of the account 'Debtors Foreign Exchange Services', originated in November 2006."

Evil of Many

However, the Venezuelan channel was not the only defaulter who the Public Television recorded. According to the Federal Watchdog "in the receivables account, of standing debtors, on which it has been verified that neither collection efforts nor grounds to assert their recoverability were found."

As for whom these debtors are, Radio and Television Argentina SE reported that "the balance of the debt services (in) Local Currency is formed by 81% by an invoice issued to the Chief of the Cabinet of Ministers. The amount -continues the entity- amounts to $ 1,712,689.81 and, despite the claims made, the difficulty persists for cancellation."

Provincial Institute of Lottery and Casinos of the province of Buenos Aires also appear in this list, with a debt of $ 978,070; Telam Agency ($ 996,061); Collection Agency Buenos -ARBA- ($ 40,836); and Trust Administration of Advertising Guidelines ($ 145,195).

With respect to the term "long-standing" the AGN completed that "the credits recorded at year-end in the 'Local Currency Services Debtors' account, the 89.14% of the balance has a history of more than two years."

The Answer

Against this background, the audited body responded to the audit, but 15 months later, in March 2015.

At that time, Radio and Television Argentina SE said that "as a result of the deepening of collection efforts, the percentage of long-standing balances pending settlement has decreased significantly, representing less than 7% of the total bill."

And argued that, as "principal debtors are mostly government agencies, the collection is subject to the availability of appropriations by the national government for cancellation, which is why the collection periods are not related to which usually it is agreed with clients in the private sphere. "

Exchange

Moreover, the AGN observed that at the time of its report, the balance of the account "Receivables Management for Advertising Exchange" amounted to $ 2,088,208.78, an amount that, as a whole, corresponded to "covered operations between 2004 and 2010, without an allowance."

In that case, the auditee acknowledged that their administrative areas had "exhausted instances claim" so that "for customers who make the claim referred to, have been upheld, the Legal Department to initiate the actions it deems appropriate."

However, at that point longstanding debts also were noted. Audit said that "with respect to the account (trade), balances are older than two years, for $ 1,360,145.94, representing 34.26% of the balance" in question.

The public media organization said that this issue "was in the process of complaint from the commercial area", and that "this stage is completed, the convenience of initiating legal action will be discussed."

National Radio

Moreover, the AGN also analyzed the numbers of the National Radio and found that "no controls on the advertising broadcast are made, except for the frequency of AM 870" which is precisely the main signal of all public radio.

From this data, in the same report contains a recommendation to the station, which is to "implement a system to carry out controls on advertising broadcast on all frequencies."

On this point, Radio and Television S.E. also raised its answer: "From 2012 the air control station AM 870 is performed, which accounts for 50% of the advertising broadcast at the national level." Then, the agency adds that, following a tender in 2013, this monitoring "has been extended to advertising runs on four frequencies of LRA 1 (AM 870, FM Rock, Folk FM and Classic FM). Therefore we can say that it has been installed and put into operation a comprehensive system of control. "

Furthermore, with respect to Interior radios, stressed the response of the audited, "first, the start of a series of tests on eight commercial former broadcasters object whose implementation new software enabling control batches and advertising NTP (Non-Traditional Advertising) ".

Taking into Consideration

As an analysis of the financial statements, the AGN discovered in the system of public media "that the percentage of probability of occurrence for or against do not appear (the judgments that they can afford) the Company is established in order to determine the charge to income." Therefore, it recommended "setting a criteria for evaluating contingencies" of the processes in question, in order to let them settled in the balances of the entity.

At this, the audited "takes into consideration the observation and subsequent recommendation regard to the uniformity of criteria for evaluating contingencies of this nature."
