Actually, "the lawyers working in the area of Consumer Protection and Enforcement of Fair Trading are four, but only three are operating to bring the 1048 judgments they had up to December 31st 2012", because one of the head of the area. They "are charged with the responsibility of designing the legal defense in writing."

To this obvious lack of professional staff, the audit adds that "there are no administrative employees because the only one working there took a psychiatric leave."

That was stated by the Audit of the City of Buenos Aires on the occasion of "evaluating judicial management of those legal actions related to consumer protection and fair trade to the Attorney General held before the appeals filed firms that were sanctioned by the Directorate General of defense and Consumer Protection following a complaint by a user." In this instance, customers who were no longer part of the complaint and the defendants receive a penalty with a maximum of $5 million.

Striking features are the reported items that can be seen in the following table:

On the physical space where the area of Consumer Protection is the AGCBA had no encouraging words. As detailed in its report adopted in September 2013, "they are reduced to an office with little footage in relation to the number of staff working there." To this "bad location of furniture and the amount of accumulated folders impeding the flow through the area," it adds.
On the furniture it was also observed that "it is neither safe to keep records: there were shelves or files without doors or locks."

The SISEJ is the electronic tracking system used by the Attorney General for monitoring the trials. The agency stressed that "it has not been updated", creating "a weakening of internal control." It is that in 81% of cases "it did not include the amounts of fines imposed and 31% procedural stage has not been recorded."

The AGCBA analysis also explains that for every court case an internal folder is opened with a number that identifies and a cover with data. Of the 88 cases that made up the sample, "none was duly numbered." It was found that "they are not always arranged chronologically and are not formed by all judicial proceedings."

Another of the most important observations on records is that "the lack of correlation between the number of the administrative folder and the prosecution makes it difficult to compare with the fines paid and pending."
