The Directorate General for Cultural Promotion of Buenos Aires is responsible for processing contests literature, theater and music, where provides monthly benefits and lifetime for those earning the top spot. The Auditor General of the City of Buenos Aires (AGCBA) found that the dependence "calls competition but no prizes are awarded."

For the City Audit "the delay in the award ceremony and the lack of control in the payment of subsidies, distort the spirit of the competitions, the promotion of cultural production of those artists who had been awarded for his work" so recommended "a program reform."

A reform proposal "did not resonate with the authorities"

The Department of Competition and Subsidies "made proposals to improve management" and rose to Director General of Cultural Promotion of the various efforts of government, but still no results.

Among other issues, the Department proposes "the creation of an Advisory Committee bono" to develop a bill of contests, prizes and comprehensive subsidies, composed of representatives of each branch of art and chaired by the Minister of Culture.
