The Under Secretariat of Water Resources (SSRH, for its acronym in Spanish) does not have a formal criterion for money distribution to finance infrastructure in the provinces and the municipalities. A report from the General Audit Office (AGN, for its acronym in Spanish) states that the agency, which is under the aegis of the Ministry of Federal Planning, also does not have a register of "information on the universe of agreements" of transfer of funds signed with the various jurisdictions.

Although there were 21 agreements signed between SSRH and regional governments in 2005 to work for $ 134,259,110, the Watchdog found that the Secretariat had "instructions that determine the extent of the monitoring of planned projects" which is to say that the agency did not know how to control the progress of the work and if the money sent was well spent. Moreover, the report adds that the SSRH has no online system for the status of implementation of renovation of works.

The report of the AGN, approved this year from data collected between May 2006 and April 2007, says there is no evidence that the Secretariat uses performance indicators to assess their own performance. Beyond detailing projects on "works done in the Central Pampa” it adds that, “there is no information on the existence of annual or multi-year plans ". The SSRH also lacks "procedure manuals for defining actions and organize functions within the structure of the distribution", completed the audit.

The Secretariat manages since 2005 Program 19, an initiative to finance water infrastructure, like a reliever for a stream. However, the Watchdog noted that "Budget Law 2005 and 2006 have no specific program of activities described or goals or some other measurement system to assess the degree of compliance of the suggested actions."
