A report by the Auditor General's Office said that while "there are improvements in the presentations of accounts, there are still considerably higher sums -transferred to the municipalities by ACUMAR- that haven’t been rendered."

Amounts whose managements were not reported are "51% of the more than $ 17 million transferred by the Authority of the Matanza - Riachuelo (ACUMAR)". The report of the AGN, approved in May 2012, noted that "municipalities that needed rendering are: Lanús, Morón, La Matanza, Ezeiza, Las Heras, Esteban Echeverría, and Almirante Brown.

Moreover, the improvements recorded by the watchdog were related to "the formalities of presentation and supporting documentation."

These observations emerge from the special consideration that the federal watchdog performed as a result of a judgment of the Supreme Court of Justice in July 2008. It was stipulated that "the AGN should control the funds received by the Basin Authority." To elaborate a report, three programs were analyzed: Stream (No. 38), the Environmental Management (No. 39) and Sustainable Development (No. 44) Comprehensive Plan Matanza.

What Did The AGN Say About The Construction Jobs?

When the watchdog compared the original completion date of the works in the Riachuelo Basin and actual completion times not only found that “no work met the original deadline" but "there was a case - by Supercemento SA, which had three year delays."

The national audit also assessed the degree of execution of work and in the case quoted above "a physical progress of 60% was recorded."

Regarding prices, the AGN stated that "in all jobs the prices were adjusted." The readjustments amounted to a total of $ 301,434, which represents an increase of 107% compared to the original contracts. The work highlights the special case of work 51 whose value increased much more than its original value.
