A report by the Auditor General of the City of Buenos Aires (AGCBA, for its acronym in Spanish), the scholarship program for people with disabilities, under the Directorate General of Disability, only has "one professional to select about 600 beneficiaries."

For the Audit, this situation "makes it very difficult to track beneficiaries and the visits to the institutions" where education and the job training programs work. Adding that "the area has three members,” the professional responsible for selecting grantees and two administrative employees, this means that the human resources are “insufficient." The AGCBA argues that, "due to the type of population the presence of a social worker and a psychologist is substantial." 
 
Moreover, the report adopted this year on 2007 data, says that "lack of effective safeguarding of the documentation area, which holds the targeting and monitoring records of institutions, and the evaluation and assistance of beneficiaries” was detected.

However, the audit notes that in 2008, when the program was transferred to the City Government, designated as their enforcement authority to the Commission for full participation and integration of people with special needs (COPINE, for its acronym in Spanish), "the amount of scholarships awarded improved and the educational training leading to employment was prioritized in public institutions" over private ones. Meaning that, public bodies in 2007 represented only 36%, the next year it amounted to over 92%.
 
The Orthopedic Elements Bank
 
The Orthopedic Elements Bank has the function of supplying orthotics of rehabilitation and technical assistance (prostheses, wheelchairs, canes, crutches, eyeglasses, walkers, shoes, bed, mattress, corset, hearing aids, etc.), in the form of loan or donation to those with disabilities that lack the necessary resources to acquire them.

The report states that the site where the container is "works in inadequate physical space for the safekeeping of elements and removal thereof by the beneficiaries or their family members". In turn, the watchdog states that in the storage place there are materials of "Food Plan, abandoned furniture from other departments, mixed with new orthotics, and used parts that need repair".
 

Finally, the Audit of the City of Buenos Aires explained that in the storage there work six officers that are "informally" responsible for the delivery of material.
