Entering the Ramón Carrillo Dental Hospital is hard enough. Not because it’s located in the middle of the jungle or at the end of a steep road, in fact it is located in Sanchez de Bustamante 2529. The problem is that since April 2011 "its only entrance has been closed because there is a lack of security guards”.

The key to access the health center is through the Rivadavia Hospital, this is, in fact, a secret because "there is no signal or sign indicating the existence of the dental center". When it comes to obstacles, you may want to move quickly inside the Rivadavia Hospital, mainly because another report by the General Audit of Buenos Aires warns of an “imminent fall” of the masonry of the building.

The watchdog analyzed the 2011 administration and found that the Ramón Carrillo Dental Hospital" is top-notch because it contains a wide range of services in various specialties and is about to merge with a team of implant specialists."

However, AGCBA noted that "they are short on 77 staff positions" of which 32% are meant for professionals and the remaining 68% are made up of non-professional positions, such as dental assistants and prosthetists. The report, approved in July 2013, has more than 200 people serving 115,000 patients per year. To these shortcomings we must add the security guards. Although "the hospital made five notes claiming more security guards" at the end of the audit everything remained the same.

Back to the staff, the Audit found that "97% of positions are not official", for example, the department heads haven’t been formally assigned the jobs they are currently performing. This states the report, "does not allow the hospital to get organized, nor the staff members to get a formal recognition for their achievements in medical and technological breakthroughs."

Equipment and Supplies

Equipment and devices "are mostly in good use." Of the equipment, 22% is in fair condition and 19% in poor condition. Meanwhile for the devices the percentage is high, close to 30%. In OR 3 of the Surgery II "is not in use because the area is used as a wash tank with saline boxes and other supplies because of the lack of storage space."

On September 11th 2012 the audit team went to the health center to audit the pharmacy. When comparing the data loaded into the system and the information found within the pharmacy there was a difference of 1,100 kilos of white plaster: logs contained an income of 1500 kilos when the actual was 400. There was also another case where the record showed an output of 1500 kilos for the dental laboratory, something that never happened. The physical count yields, according to AGCBA, a greater amount than it should be in both records.

Moreover, “there is no clear identification of the amount of disposable gowns that are available", however the gowns couldn’t be counted because recounting the product would mean ruining their sterilization”.  If we compare both records, “there is a difference of 100 gowns in June 30th 2012 and of 140 on July 11th of the same year." On radiographic film, the team noted that "there were seven boxes of 100 that had expired" but clarified that this type of item "fell out of use when they updated the devices”.
