In the College of Economic Sciences of the National University of La Plata, additional non-teaching agents are paid for university degree, even though they only finished high school. That is one of the observations made by the National Audit Office (AGN, for its acronym in Spanish) in a report on the budget execution of the house of high studies.

According to the study, approved in October of last year on data from 2007, some of the University's staff collects an income, as a fixed amount, that has "a discretionary character (and) that does not find legal protection in any norm." Likewise, there are teaching and non-teaching agents that received remunerations that do not correspond to their rank. In this sense, the lack of control detected by the AGN in the system of liquidation of assets, causes, even, to be paid extra for "management exercise" to non-teaching employees, who are not permanent plant, and belong to the lowest categories.

In Economics there are salary concepts that are settled without a standard or joint agreement that supports them: this is the case of "Teaching Dedication Extension" and "Non-Profitable Teaching and Non-Teaching Increase, Non-Payable". And, despite not being able to set remunerations, the University Presidency allowed that "higher authorities" are liquidated, which, according to current regulations, do not meet this definition.

On the other hand, the Audit also noted that within the Faculty there is no organizational structure of personnel "instituted by competent authority," which causes difficulties in the integration and interaction of the different areas. In addition, there is a lack of staffing that has been formally approved, that is, financed charges, and there are administrative acts that guarantee the movements of employees but at the same time do not conform to the norms that govern this matter. For example, high-level posts are temporarily allocated without meeting the established requirements and with salaries equated to teacher salaries and services that were rendered and liquidated before being authorized are retroactively recognized.

In regard to the purchasing and contracting system, the Watchdog found that the way in which advance funds are allocated does not arise from the regulations governing how the money is given and its accountability. The AGN added that, in order to acquire goods or services, the Faculty lacks a procedural manual approved by a competent authority, there is no annual procurement plan, that is, expenses are adjusted to the availability of money, and contracts Location of services "do not follow the established guidelines" for this type of agreements.
