The Directorate responsible for preparing deeds for beneficiaries of housing plans in the City of Buenos Aires gave less than 10% of the estimated 2007 contracts, even though the money was allocated during the year, $ 2,834,314, practically it earnt the total amount. So says a report in the Buenos Aires Audit (AGCBA, for its acronym in Spanish), where it also adds that the information system provided "deficiencies in reliability and exposure." 

It is the former General Directorate of Real Estate, Notary Acts and file Affidavits, now called DG Notary General (DGEGRAL), which was granted 10,000 deeds, but according to the Buenos Aires Audit issued only "769" represents a "diversion of 92.31%." 

Meanwhile, the audited body claimed that "the Housing Institute of the City (IVC) did not remit the proceedings to handle the deeds." According to the report, "more than 15,000 homes IVC are still pending regularization."

In turn, the AGCBA held that "deficiencies in the integrity, reliability, presentation and storage of information were found," adding that the current General Clerk, gave no satisfactory answer to the identification of the 769 deeds executed. Even the information provided by the auditee was a "database, Report Notarial System (SIN) 2007", where "the writings amounted to 1.273." 

It’s that from the SIN base arise the transactions "that were charged in 2007, having been granted in different years" (see box). However, a third number of total records appear, because the auditors unified the data provided and obtained "a list of 1,709 scriptures." 


The work of the City Watchdog approved this year, also specifies that the former Directorate General "designated professionals included in the Payroll List of the Scribes, as expressed 2109/06 Decree in force for the period 2007 and says, of 35, "the allocation of activities focused on 16 deeds" and only "7 accounted for 85% of the fees paid ($ 42,733.89)." 

In this regard, the audit noted that "both the composition of the Payroll List Deeds and the allocation of –legalities- acts are performed at its discretion and without any judgment." It also added that "there is no legislation to regulate the allocation of notarial activities." 

Regarding the Annual Stimulus Fund, which is "in an amount in favor of the agents who have developed their work effectively," said the AGCBA "there is no access to regulations issued by the competent authority holding the proceeding was held settlement of this concept, "or" any document related to the income perceived by the year 2007 and was to be receive." Finally, they specify that in the first half of 2007 the sum to distribute was of "$ 22,000" and in the second half of "$14,448."
